Mike Mills

Managing Director

Mike Mills graduated from The University of Missouri  in 1996 with a Bachelor degree in Agricultural Economics. Since his graduation, Mike served the offices of Senators Bond and Ashcroft, dealing with agriculture, energy, transportation and military issues. In 1996, Mike become the Director of Research for the Missouri Soybean industry and was responsible for managing a multimillion dollar research program across four universities and multiple private research groups.   Mike assisted with early-stage market development and feasibility review which  launched the Missouri biodiesel industry.  

Mike rejoined Senator Bond’s staff as Deputy State Director in 2001 and was responsible for policy and projects dealing with agriculture, natural resources, transportation, energy, community development and economic development.

In 2005, Mike was named Deputy Director of the Missouri Department of Economic Development by Governor Matt Blunt. Mike led the Department’s efforts focusing on research, technology, and innovation; including working to plan and develop new biofuel and biomass strategies for Missouri. Additionally, Mike assisted with the policies and administration of multiple tax credit programs.

In 2008 Mike left public service and since has co-founded multiple operating businesses including REA, which he currently manages.

Elaine Samples

VP of Admisistration and Asset Compliance

Before joining REA, Ms. Samples was a Real Estate Project Manager at Atlanta, Georgia based Morris, Manning & Martin, LLP, where she oversaw practice management and practice development within the real estate development and finance, taxation, and alternative investment practices. She also served as primary liaison for investors by providing up-to-date information on investment accounts and closing mechanics for real-estate related transactions and has managed investor escrow accounts in excess of $500,000,000. 

Ms. Samples worked for several years as Manager Of Acquisitions And Dispositions for a based real estate investment firm that specialized in retail centers and other turn-around real estate investments offering potential for value enhancement. There she negotiated contracts and amendments, designed offering memoranda, underwrote potential investments, and managed all aspects of the due diligence process for real estate property acquisitions, dispositions and financing. She also originated and implemented annual marketing plans and prepared and strategized for trade shows.

Marc Natividad

SVP of Development and Operations

Marc graduated from Arizona State University in 1996 graduating Suma Cum Laude while earning his BS degree in Finance. Upon graduating Marc spent the next 18 years in the finance industry specializing in equipment and project financing and has worked for Smith Barney, The CIT Group, Zions Bank, and Pacific Western Bank. In 2013 Marc received an MBA from Brigham Young University. Marc joined the REA executive team as VP of Development and Operations in 2014.

Marc is on the Advisory Board of the Community Development Entity (CDE) for Sixty-West’s Rural Growth Fund.  He is also the Managing Partner of New Power Capital Group (NPCG) a boutique equipment finance lender specializing in renewable energy equipment leasing. NPCG provides consulting and advisory services to REA. 

Victoria Chenault

General Counsel

Victoria earned a bachelor’s degree in English with a minor in Italian and Business from James Madison University where she was on the varsity swim team. She graduated from Loyola University School of Law. After law school, she began her legal career at one of the most well-regarded and prestigious law firms in the western United States, transitioned to represent several large telecommunications carriers in all aspects of their real estate and business needs, and more recently was Chief Legal Officer for a large utility construction firm based in Canada. Victoria joined REA as General Counsel in January of 2022.

Victoria is an executive-level attorney who leverages her deep transactional experience in real estate and corporate law, towards managing risk and creatively navigating commercial and legal challenges. She has proven experience absorbing complex matters quickly, crafting legal solutions in a variety of scenarios, and collaborating on cross-functional teams in an intense and fast-paced environment. Her in-house, land use, and real estate knowledge is supported by several years of experience in project management for an engineering firm and broad experience in utility and infrastructure development.
